An above-ground pool with a deck feels like a completely different backyard: somewhere to sit, a safe way in and out, and a place to hide the pump and filter. It is also a structure that sits inside pool safety law. Get the height, the guards or the gate wrong and the pool fails its enclosure inspection. These use the per square foot prices from our Ontario deck cost guide. A full wraparound on a 24 ft pool is about 350 sqft of deck. Pool decks sit around the height of the pool wall, usually 48 to 54 inches, so they almost always need guards, stairs and a building permit.

The deck is part of the pool enclosure

Every city in our area requires pools to be enclosed so a child cannot get in unsupervised. With an above-ground pool, the pool wall, the deck guard and the gate usually form that enclosure together.

Burlington has its own Pool Fence By-law 074-2005 with different heights, so confirm the numbers with the city before you design. All three cities require a pool enclosure permit, and the deck itself usually needs a building permit.

What that means for the design

  • The ladder is the risk. The access point, usually the deck stairs or a pool ladder, must be inside the enclosure or behind a compliant gate. A removable ladder left in place defeats the whole enclosure.
  • Tighter gaps in Oakville. Oakville's by-law generally limits enclosure openings to 38 mm, much tighter than the 100 mm building code limit for deck guards. Standard 4 inch baluster spacing may not pass as a pool enclosure there, so pick the railing with the by-law in hand.
  • Nothing to climb. Horizontal rails, planters, the filter or a storage box against the outside of the pool wall or deck can give a child a foothold. Keep them away from the enclosure.
  • Gate at the top of the stairs. A self-closing, self-latching gate where the stairs meet the deck is the usual layout.
  • Height from the high ground. Enclosure heights are measured from the ground outside. If the yard slopes, measure from the highest point next to the enclosure.

Above-ground pool deck ideas

1. Entry platform

The budget option. A small platform at pool height with stairs and a gate gives a safe, compliant way in. It usually needs the pool wall itself, or a fence, to do the rest of the enclosing.

2. Side deck with lounging space

A rectangular deck along one side, big enough for two loungers and an umbrella, with stairs down to the yard. It is the most popular layout and keeps cost under control.

3. Half-moon wraparound

A curved deck that follows half the pool. It looks built-in and gives several ways to sit along the water. Curved edges take more labour, so allow for it.

4. Full wraparound

The semi-inground look, with deck all round. It is the most expensive and gives the most usable space. In Oakville, a deck at least 0.61 m wide all round with a 1 m guard is also the route that lets an above-ground pool skip a separate fence.

5. Two-level deck

An upper level at pool height and a lower level near the house for dining. The change in level separates the wet zone from the eating zone and reduces how many stairs go straight to the pool.

6. Hidden equipment

Build a screened bay under or beside the deck for the pump, filter and heater. Keep access panels large enough for service, and keep them away from the outside of the enclosure so they do not become a step.

7. Shade and privacy

Build it to last around water

  • Independent footings. The deck should stand on its own footings, below frost at about 1.2 m, not lean on or attach to the pool wall. Most pool makers do not allow the wall to carry a deck.
  • A gap at the pool. Leave a small gap between the deck and the pool wall or top rail so the pool can move and be serviced.
  • Materials. Pressure-treated wood is cheapest. Composite resists pool water and never needs staining but gets hot in full sun, so light colours are best. Check the decking maker's rules for chlorinated or salt water.
  • Slip resistance. Grooved or textured boards, and no paint on the walking surface.
  • Fasteners. Stainless or coated fasteners rated for treated lumber, especially with salt water.
  • Electrical. Pumps, heaters and deck lights must meet electrical code clearances and be inspected by the Electrical Safety Authority.

Where the cheap pool deck quote is cutting

  • Deck resting on the pool wall. It stresses the wall and can void the pool warranty.
  • No gate, or a gate that does not self-close. A guaranteed inspection failure.
  • Horizontal railing infill. Climbable, so it does not meet the pool enclosure by-laws or the building code.
  • Footings on grade. Deck blocks heave and the deck pulls away from the pool.
  • No permits. Both the enclosure and the deck usually need one, and insurers ask.
