Burlington driveways range from tight single drives on Aldershot lots to long estate drives under the escarpment. The City is relaxed about the material, and paving stones are allowed right out to the curb, but strict about width and who works in its boulevard. Here is what a paver driveway costs in Burlington and how to get one approved the first time.

What is under a Burlington driveway
Below the escarpment Burlington is clay loam till on a fairly flat clay plain, so water has nowhere fast to go. Build for that:
| Layer | Driveway spec we build to |
|---|---|
| Excavation | 350 - 450 mm below finished grade |
| Geotextile | Over the clay subgrade, every time |
| Granular A base | 250 - 350 mm, compacted in 100 mm lifts |
| Bedding | 25 mm of HPB, never loose sand |
| Pavers | 80 mm vehicular pavers in a herringbone pattern |
| Edges | Heavy duty restraint spiked every 250 mm |
Insist on excavation and Granular A depths in writing. Before digging, book a free locate through Ontario Dig Authority at least 5 business days ahead.
Burlington driveway width limits
Zoning By-law 2020 caps the combined width of the driveway and any attached walkway in the front yard. The rest has to be landscaped.
| Front lot line | Maximum driveway and walkway width |
|---|---|
| Under 9 m | 4.5 m |
| 9 m to under 12 m | 5.5 m (7 m if a two-car garage existed by Dec 14, 2009) |
| 12 m to under 18 m | 7.5 m |
| 18 m or more | 50% of the lot line |
One driveway per property, with a second, up to 4 m, possible on approved corner or through lots. A circular driveway needs at least 21 m of frontage, a maximum 9 m of access width and 8 m of landscaping between the two entrances. Driveways must be at least 6 m long.
The Burlington Driveway Permit
Under By-law 20-2010, no new driveway can be built and no existing one widened without a Driveway Permit from the City. Converting to a circular or hammerhead drive, or adding a second driveway, counts as a modification too. The application needs a scaled drawing. If a contractor does the work, they must provide WSIB clearance and $2,000,000 of liability insurance naming the City. The City holds a security deposit through a one-year warranty, wants at least 7 days' notice before roadwork, and pays by e-Transfer or EFT only.
- Curb cut widths: up to 3.5 m on 9 to 12 m frontages, 6.0 m on 12 to 18 m and 9.0 m over 18 m.
- Clearances: 1.0 m from poles, transformers and pedestals, 1.2 m from hydrants.
- Curb and sidewalk: any change is arranged by the City of Burlington, not your contractor.
- Apron: asphalt, paving stones or impressed concrete are all allowed in the City boulevard.
- Culverts: on rural-style roads, the culvert has to be extended to the new width.
- Repairs: if the City orders a fix on the apron, the owner has 72 hours before the City uses the security.
Replacing a driveway on the same footprint is not covered by the widening by-law, but any work in the boulevard can still need City consent. We confirm with the City before pricing a replacement that touches the apron.
